1. SME PROJECT SUPPORT PROGRAM

OBJECTIVE AND JUSTIFICATION OF THE PROGRAM

  • The need for a program in which business-specific problems are projected by businesses and the projected costs can be supported,

  • Creating project culture and awareness in SMEs,

  • Developing the capacity of enterprises to make projects,

  • Need for flexible support system.

PROGRAM AND PROJECT LIMITS

Program Duration              3 years

Project Support Rate            50% in 1st and 2nd Regions
                      60% in 3rd, 4th, 5th and 6th Regions

PROJECT SUBJECTS TO BE SUPPORTED

  • Businesses; The projects they will present in production, management-organization, marketing, foreign trade, human resources, financial affairs and finance, information management and related fields are supported.

PROJECT EXPENSES TO BE SUPPORTED

  • The Board decides on the project expenses to be supported within the scope of this program. However, land, building, construction, renovation, furnishing and the like, vehicles, taxes, duties and fees, social security premiums, communication expenses, personnel expenses not related to the project, energy and water expenses, rental expenses, financing expenses, project related expenses. other unattributed costs are not supported.
     

  • The total of the expenditure groups deemed appropriate to be supported within the scope of the project is determined and fixed by the Board. The amount of support for each project expense group; It is determined not to exceed 10% of the total fixed amount for machinery-equipment, raw materials and materials and 40% for each of the personnel, software and service/other expense groups. Changes in project budget realization do not change these amounts.
     

2. THEMATIC PROJECT SUPPORT PROGRAM

THEMATIC PROJECT SUPPORT PROGRAM SUPPORT ELEMENTS

Call Based Thematic Program Project Expenses to be Supported

  • Staff net wages and travel expenses,

  • New Machinery-equipment, software and hardware purchase or rental expenses,

  • Consumable expenses,

  • Service procurement expenses, 

  • General administrative expenses

Professional Organization Project Support Program Project Expenses to be Supported

The following are approved by the Board  outside  expenses are covered by the support;

Building construction, renovation, real estate purchase, machinery-equipment, furnishing, vehicles, taxes, duties and fees, social security premiums, communication expenses, financing expenses, personnel expenses not related to the project, energy, water, rent expenses, project partners consultancy and service procurement expenses and costs not associated with the project.
 

3. COOPERATION - COLLABORATION SUPPORT PROGRAM

PURPOSE OF THE PROGRAM 

By coming together with the understanding of cooperation and cooperation of SMEs; joint supply, joint design, joint marketing, joint laboratory, joint production, joint service provision and similar subjects, and cooperation-strength projects for joint production in the fields of Medium-High and High Technology are aimed to be supported.
 

COLLABORATION - PARTNERSHIP MODELS 

- Project partner enterprises maintaining their existence and becoming partners of the operating organization to be established,

- Participation in the operating organization to be established by the termination of some or all of the project partner enterprises,

- Some of the project partner enterprises should dissolve themselves and merge under one of the partners. In addition, in the project application, it is required that at least 5 (five) enterprises come together for the purpose of cooperation-power cooperation. If the project is to be realized in the fields of Medium-High and High Technology, it is sufficient for at least 3 (three) enterprises to come together.

PROJECT SUBJECTS TO BE SUPPORTED 

Joint procurement in order to provide faster and cheaper raw materials, intermediate products, finished goods, logistics and other services,

In order to increase production and service capacities, varieties, efficiency and quality   joint manufacturing and service delivery,

Joint marketing in order to increase the quality of products and services, increase national and international market shares, create a brand image, and respond to the needs of the international market,

Joint laboratory to develop product and service standards,

Co-manufacturing in Medium-High and High Technology Fields with joint design projects that bring joint solutions to common problems in similar fields, cost-reducing and competitive advantage in order to develop products and services in line with customer requests and market demands, to present their products and services to new markets. Cooperation-Collaboration Projects to be carried out for the purpose of cooperation are supported by the operating institution.

PROGRAM AND PROJECT LIMITS

(*) Machinery and equipment to be purchased subject to the project; In case it is differentiated with a domestic goods certificate obtained in accordance with the SGM 2014/35 numbered Domestic Goods Communiqué published by the Ministry of Science, Industry and Technology in the Official Gazette dated 13/09/2014 and numbered 29118, an additional 15% (fifteen) percent is added to these support rates. is done.
 

4.  R&D, INNOVATION AND INDUSTRIAL  APPLICATION SUPPORT PROGRAM

OBJECTIVE AND JUSTIFICATION OF THE PROGRAM

  • Developing SMEs and entrepreneurs with new ideas and inventions based on science and technology,

  • Supporting techno-entrepreneurs with technological ideas,

  • Increasing R&D awareness and increasing R&D capacity in SMEs, 

  • Developing existing R&D supports,

  • Supporting innovative activities,

  • The need for support mechanisms for the commercialization and industrial application of R&D and Innovation project results.

PROJECT DURATION

  • Maximum 24 (twenty-four) months for the R&D and Innovation Program, 

  • Maximum 18 (eighteen) months for the Industrial Application Program,

  • For both programs, an additional period of up to 12 (twelve) months can be given with the decision of the Board.

  • In case it is differentiated with a domestic goods certificate obtained in accordance with the SGM 2014/35 numbered Domestic Goods Communiqué published by the Ministry of Science, Industry and Technology in the Official Gazette dated 13/09/2014 and numbered 29118, the support rates are reduced.  15% (fifteen) is added.

5. ENTREPRENEURSHIP SUPPORT PROGRAM

Purpose of the Program

  • •Supporting entrepreneurship

  • • Establishment of successful businesses

Who Can Benefit From The Program?

  • •Small and Medium Enterprises,

  • •Entrepreneurs 

  • •Operating Organizations (legal entity established to manage the Business Development Center)

Scope of the Program

This program,
 

  • A. Applied Entrepreneurship Education,

  • B. New Entrepreneur Support,

  • C. Business Development Center (İŞGEM) Support

  • Consists of D. Business Plan Award.

A) Applied Entrepreneurship Training

  • Applied Entrepreneurship Training is organized in order to increase the success level of the businesses that will be established by entrepreneurs who want to start their own business, based on a business plan. Applied Entrepreneurship Trainings;

  • ·          Organized by KOSGEB units,

  • ·          Within the scope of national or international projects, carried out by KOSGEB,

  • ·          Trainings organized by various institutions and organizations in cooperation with KOSGEB,

  • ·          Entrepreneurship courses given by universities within the scope of formal education.

  •  

  • These trainings are a total of 70 hours of training consisting of 24-hour workshops; open to the general public and  are free trainings.

B) New Entrepreneur Support

Who Can Benefit From Support?

  • Applied Entrepreneurship Training,

  • KOSGEB Young Entrepreneur Development Program,

  • By completing the Small-Scale Business Establishment Consultancy Support (KÖIDD) Program, you can attend training or          Entrepreneurs who have documented their participation in the program and established their business,

  • Businesses in İŞGEM  can benefit.

  •  In addition, the real or legal person defined in the Turkish Commercial Code of the enterprise that will apply for support  being established and  as of the application date of the entrepreneur;

  •   Absence of tax liability for the same activity in the last 1 (one) year,

  •   Does not have any other business in the status of natural person,

  •   Not having more than 50% partnership in any business established as a legal person,

  •   Not working in another business/institution/organization subject to SSI provisions  required.

Condition of Benefiting from Support and Application

It is essential for businesses that want to benefit from the program to register with the KOSGEB Database at www.kosgeb.gov.tr and apply to the KOSGEB Directorate with the business plan and related documents.

C) Business Development Center (İŞGEM) Support

Support is provided for the establishment and operating expenses of an İŞGEM, which will be established to provide business development coaching, access to support networks, access to financial resources, workplace space, common office equipment and office services under favorable conditions to SMEs.

Condition of Benefiting from Support and Application

·  non-profit cooperatives.

Support Elements, Rate, Duration and Upper Limit

İŞGEM Foundation Support period is maximum 18 months,
The maximum period of İŞGEM Business Support is 36 months.

Condition of Benefiting from Support and Application

For İŞGEM establishment and business support, it is essential to apply to the KOSGEB Directorate together with the business plan and related documents.
The operating organization that wants to benefit from the support registers to the KOSGEB Database at www.kosgeb.gov.tr

6. GENERAL SUPPORT PROGRAM

Purpose of the Program

- SMEs with low project preparation capacity also benefit from existing KOSGEB supports
-Ensuring SMEs to produce quality and efficient goods/services,
- Encouraging general business development activities in order to increase the competitiveness and level of SMEs,
-Developing promotional and marketing activities in order to increase the domestic and international market shares of SMEs,
to support businesses.

APPLICATION AND EVALUATION:

Those who will benefit from the Support Programs must be included in the KOSGEB Database. 

7. SME DEVELOPMENT SUPPORT PROGRAM 

Purpose of the Program

- Increasing the share and efficiency of small and medium-sized enterprises in the economy in line with the national and international targets of the country,

- Increasing the competitiveness of SMEs and the added value they provide,  to support their projects.
